The Preferential Policies Stipulated by the People's Government of Shunyi District on Foreign Investment in the Industrial Zones on District Level has been approved by the Fifth Standing Conference of District Government. Please execute it accordingly after its printing and distribution.

The Preferential Policies Stipulated by the People's Government of Shunyi District on Foreign Investment in the Industrial Zones on District Level
1. Those enterprises which are approved by Beijing Municipal Government, such as the wholly foreign-owned enterprises, Sino-Joint Venture, Sino-foreign cooperative enterprises, multinational enterprises, Hi-tech enterprises, private technology enterprises or research institutions and etc, are encouraged to invest in the Industrial Zone. The above mentioned enterprises, apart from enjoying the preferential policies made by the State, Beijing Municipality and on the Document of (Shunyi Government Issue No [2000] 13) " Certain Policies on Further Opening to the Outside World and Speeding up the Economic Development", may simultaneously enjoy the preferential policies herein. Where the policies herein are analogous to the policies of other document, the enterprises may enjoy the more preferential ones.
2. The research institutions, Hi-tech enterprises, wholly foreign owned enterprises, Joint Ventures and Sino-foreign cooperative enterprises in the Industrial Zone may enjoy the local land use fee relief for 5 years from the year of obtaining the state-owned land use right.。
3. After the confirmation of the District Scientific Committee and the Industrial Zone Administration Committee, the research institutions and Hi-tech enterprises in the Industrial Zones may enjoy 10-20% discount on the land price of that very year.
4. The enterprises whose registered capital is above USD1,500,000, apart from enjoying the related preferential policies stipulated by the State and Beijing Municipal Government , may additionally enjoy the incentives awarded by the District Revenue---50% of the local retaining corporate income tax. (The tax is paid by the enterprises themselves to the District Revenue) The enterprises with the registered capital between USD 1,500,000 and USD 5,000,000 (including USD 5,000,000) will enjoy the incentives for 5 years; those enterprises with the registered capital between USD 5,000,000 and USD 10,000,000 (including USD 10,000,000) will enjoy the incentives for 10 years. Those enterprises whose registered capital is above USD 10,000,000 will enjoy the incentives over the whole contractual period.
5. The domestic enterprises whose registered capital is above RMB 1,500,000 yuan, apart from enjoying the preferential policies stipulated by the State or Beijing Municipality, may enjoy the incentives---50% of the local retaining corporate income tax for 5 years. (The tax is paid by the enterprises themselves to the District Revenue)
6. The research organs, Hi-tech enterprises and private technical enterprises in the Zone, from the year of operation and within 3 years, will enjoy the incentives---30% of the local retaining VAT annually. (The tax is paid by the enterprises themselves to the District Revenue)
7. Any media-agency who introduces projects into the Industrial Zones successfully, will enjoy 0.5-3% (including tax) incentives in a lump sum or by states of the total land sum received by the Industrial Zones in transferring the state owned land use right. The payment will be made by the Industrial Zones.
8. This policy will be kept amendable where the related policies of the State changes.
9. This policy will be interpreted by Shunyi People's Government Office.
10. This policy will be implemented from Jan 1, 2000. Where the related policies made here-to-fore disharmony with this policy, this policy shall work.
